Ministry of Power Issues Clarification on DPR Appraisal for Projects Exempted from CEA Concurrence

The Ministry of Power has clarified the process for appraisal of Detailed Project Reports (DPRs) of projects that are exempted from obtaining concurrence of the Central Electricity Authority (CEA).

According to the ministry, while certain categories of generation and transmission projects are not required to secure CEA’s formal concurrence, their DPRs will still be subject to examination to ensure adherence to technical standards, safety requirements, and policy guidelines. The clarification aims to avoid ambiguity regarding the approval process for such projects and to streamline implementation timelines.

The officials noted that the move is intended to balance regulatory simplification with technical due diligence, ensuring that exempted projects continue to maintain quality, reliability, and cost-effectiveness. The ministry underlined that the appraisal mechanism will not delay project execution but will help in avoiding design flaws and ensuring alignment with national power sector objectives.
