Telecommunications Consultants India Limited (TCIL), a government company under the Ministry of Communications, has invited partners to support the deployment of 13,043 grid-connected rooftop solar systems on government buildings in Puducherry.

The project will be executed under the RESCO (Renewable Energy Service Company) model through tariff-based competitive bidding, in compliance with the Solar Energy Corporation of India’s (SECI) Tender No. SECI/C&P/IIP/11/0010/25-26.

The Expression of Interest (EOI) was issued on November 19, 2025, with a deadline for clarifications set for November 25, 2025. The bid submission window is open from November 19, and the final date for submission is December 1, 2025. The technical bids will be opened on December 1, 2025, while the date for opening the financial bids will be notified at a later time.

A total of 13,043 government buildings have been identified for rooftop solar installations, and bids are now being invited for pre-tender collaboration with TCIL. The project will be implemented under the RESCO (Renewable Energy Service Company) model, whereby developers will be responsible for the installation, operation, and maintenance of the solar systems. Bidders must submit their proposals online through the GePNIC portal.

The tender fee is ₹11,800 (inclusive of GST). The Earnest Money Deposit (EMD) amounts to ₹1,17,38,700, which can be submitted in various formats [including Demand Draft (DD), Bank Guarantee (BG), Fixed Deposit Receipt (FDR), UPI, or NEFT]. However, MSEs and startups recognised by the Department for Promotion of Industry and Internal Trade (DPIIT) are exempt from both the EMD and the tender fee.

The project scope encompasses the design, procurement, installation, commissioning, and long-term O&M of all rooftop solar units. The project is to be completed within nine months from the date of the Letter of Intent (LOI), with TCIL underscoring that “timeliness is critical.” Bidders must ensure full compliance with applicable labour laws, safety regulations, and all relevant statutory standards. The contract outlines detailed provisions covering termination, risk purchase, liquidated damages, and dispute resolution mechanisms.
