The PM Surya Ghar: Muft Bijli Yojana (PMSG: MBY) portal has introduced a new consumer approval mechanism for Vendor-Consumer Agreements, aimed at enhancing transparency and accountability in the rooftop solar installation process.
Under the revised process, consumers will now be required to review and approve the Vendor-Consumer Agreement through their portal login before the installation can proceed.
Vendors uploading agreements through the My Applications module must enter the total cost of the rooftop solar (RTS) installation, including taxes and all applicable charges. The total amount entered must correspond with the quotation amount submitted during the Feasibility stage, wherever applicable, including loan applications and installations involving capacities above 10 kW.
After the vendor uploads the agreement, the application status will remain pending and display the message “Agreement sent to Consumer for Confirmation.” The consumer will subsequently receive an SMS, email and portal notification prompting them to review the agreement and either approve or reject it.
The Upload Installation option will remain disabled until the consumer provides approval. In case the agreement is rejected, the vendor will be able to access the consumer’s remarks and upload a revised document for consideration.
The updated process also provides that any changes made to an agreement after consumer approval will invalidate the earlier approval. The revised agreement will then have to undergo the consumer verification process again.
The PMSG: MBY team has advised vendors to carefully verify all information before uploading agreements. This includes agreement details, component brands, pricing and other relevant information, which should accurately match the details recorded on the portal as well as the actual installation.
The new mechanism is intended to provide consumers with greater visibility into installation costs and agreement terms while strengthening transparency throughout the rooftop solar adoption process under the PM Surya Ghar scheme.
