The Ministry of New and Renewable Energy (MNRE) has instructed renewable energy developers seeking project commissioning extensions beyond June 1, 2026, under the Approved List of Models and Manufacturers (ALMM) List-II framework to submit their requests exclusively through the Domestic Content Requirement (DCR) Portal.

The directive follows the ministry’s earlier decision not to grant a blanket extension for ALMM List-II compliance beyond the June 1 deadline. However, projects that have already made substantial progress or completed key milestones before the cutoff date may still be considered for project-specific exemptions.

According to the latest advisory, developers must upload all supporting documents and evidence through the DCR Portal by June 30, 2026. The ministry has clarified that only projects meeting the eligibility criteria outlined in its Office Memorandum dated May 25, 2026, will be considered for relief.

Under the first category, projects that had completed 100 percent installation of solar PV modules before June 1, 2026, but were awaiting commissioning, may qualify for exemption. Such projects must provide certification from the relevant Electrical Inspectorate confirming completion of DC-side installations, including module deployment.

The second category covers projects that had undertaken significant development activities before the deadline. To qualify, developers must demonstrate possession of at least 75 percent of the project land, financial closure, in-principle connectivity approval, and approval of electrical drawings before May 1, 2026. In addition, they must establish that either all required solar modules had reached the project site before notification of the memorandum or that more than 50 percent of module installation had already been completed before June 1.

MNRE has specified that documentary evidence such as land ownership records, financing documents, connectivity approvals, GST invoices, e-way bills, geo-tagged photographs, and certifications from Electrical Inspectorates must accompany the applications.

The ministry has also emphasized that no physical applications will be accepted and that developers must ensure complete and accurate submissions through the online portal to avoid delays or rejection.

The move is aimed at maintaining the implementation timeline for ALMM List-II while providing a mechanism to safeguard investments already made in renewable energy projects that face genuine commissioning delays.
