REC Power Development and Consultancy Limited (RECPDCL) has invited bids worth ₹49.09 crore for the installation of grid-connected rooftop solar power systems at institutions operated by the Indian Council of Agricultural Research (ICAR) across multiple states and Union Territories.

The tender covers the design, supply, installation, testing, commissioning and maintenance of rooftop solar plants at ICAR facilities. The project is intended to strengthen renewable energy adoption across government research institutions and reduce their dependence on conventional electricity.

According to the tender details, the installations will use grid-connected bifacial solar panels with three-phase net metering systems. Battery storage is not included in the proposed installations.

The project has been divided into five schedules, with bidders evaluated separately for each schedule to determine the lowest eligible bidder. The selected contractors will be responsible for delivering the solar systems in accordance with the specified technical and contractual requirements.

The estimated tender value is ₹49.09 crore, inclusive of applicable taxes. The execution period is set at four months and ten days.

The tender was issued on October 1, 2026, through the Government e-Marketplace (GeM) platform under bid number GEM/2026/B/8107512. The submission deadline is October 22, 2026, at 4:00 PM, with bids scheduled to open on October 23, 2026, at 4:00 PM.

The financial conditions include an Earnest Money Deposit (EMD) of ₹10 lakh and a Performance Bank Guarantee equivalent to 10% of the final contract price, including GST, as specified in the buyer-added tender conditions.

The initiative is part of the broader effort to solarise government buildings under the PM Surya Ghar: Muft Bijli Yojana. By expanding rooftop solar capacity at ICAR institutions, the programme aims to improve energy efficiency, reduce electricity expenditure and increase the use of clean energy across India’s agricultural research infrastructure.

The tender also presents opportunities for eligible solar EPC contractors and operations and maintenance service providers to participate in the expansion of institutional rooftop solar installations.
