The Solar Energy Corporation of India (SECI) has invited bids for the development of 1,200 MW of Inter-State Transmission System (ISTS)-connected wind power projects across India under its Tranche XXI tender.

Issued on October 7, 2026, the tender aims to select wind power developers through tariff-based competitive bidding, followed by an electronic reverse auction. The projects will be developed under the Build-Own-Operate (BOO) model, with successful bidders required to sign 25-year Power Purchase Agreements (PPAs) with SECI.

Under the tender conditions, developers can bid for a minimum contracted capacity of 50 MW and a maximum of 600 MW. The capacity limit also applies to the combined bids submitted by a bidder and its parent, affiliate and group companies.

Selected developers will be responsible for identifying and securing land, installing and operating the wind projects, obtaining the necessary statutory approvals and arranging grid connectivity. They must also develop the required transmission infrastructure up to the designated interconnection or delivery point at their own cost.

Projects can be established anywhere in India, subject to the tender’s technical requirements and applicable grid-connectivity conditions. Developers must commence power supply from their entire contracted capacity within 24 months of the effective date of their respective PPAs.

SECI will procure electricity from the successful bidders and subsequently sell it to designated buying entities across India, which will be identified at a later stage.

The pre-bid meeting is scheduled for October 14, 2026. Online bids must be submitted by October 29, while offline submissions are due by November 2. The bids are scheduled to open on November 3, 2026.

The tender represents another step towards expanding India’s wind power capacity and strengthening renewable energy procurement through competitive bidding. It also creates opportunities for wind project developers and associated infrastructure providers to participate in the country’s clean energy expansion.
